Pro Poor Policy: New briefing paper - How development cooperation can support pro-poor policy processes

Kate Bird, Overseas Development Institute (ODI), 2009

This briefing paper provides, as an introduction, a general overview about different elements that can form part of a pro-poor policy and how donors are in fact able to influence the policy process. For each stage of an idealized policy cycle, the paper illustrates possible responses to the challenges of making policy processes more pro-poor. The paper further argues that donor agencies should pay attention to the fact that evidence from relevant sources is translated into clear policy-related messagees and to tailor the information to the target audience. This can i.e. be done in the form of policy recommendations or by enabling poor people to speak for themselves.
