Outlining the history of PRSPs, this brief presents the different steps of the process leading towards the second and third generation PRSPs countries are currently aiming at: the shift from a technocratic tool towards a comprehensive approach that includes political dimensions and which is in the position to become a useful tool for country-owned growth strategies and national development plans. The paper illustrates where progress has been made and which are the aspects that need further attention. A special section shows the implications of the process for the behavior of donors.
